Library & Archives Solutions Pe Ltd (LAAS) incorporated in 2000, is a wholly-owned company of the National Library Board (NLB) of Singapore. It is created to be the sole distributor of products and services of NLB. The Company plans to reach out to the library industry to exert through leadership in library innovations, as well as provide assistance to libraries that wish to expand their services and grow their capabilities. It also aims to provide productivity tools to reduce the cost of operations for clients, and to enable libraries to embrace digital technology to better serve users.

The Job:

We are looking for an experienced Library Officer to provide library operations and services for our Client’s (Government Agent) library.

Duties and Responsibilities :

A. Administrative duties

  • Provide regular reports to Agency's Appointed Representative
  • Compile monthly statistics and reports on key performance indicators (e.g. number of loans, enquiries and alerts compiled) to keep management informed
  • Assist in the day-to-day operations and administration of the Library (e.g., liaise with relevant departments on facilities management, information technology (IT) issues, etc.)
  • Create new membership records and maintain borrower records in the Library Management System (“LMS”) and Agency’s intranet portal (“SharePoint”)
  • Ensure proper filing of all invoices, approvals and records of purchases
  • Carry out an annual review of library users’ circulation lists in the LMS and SharePoint
  • Maintain the Library’s email account
  • Manage subscriptions of the Library’s alerts
  • Send new officers a welcome email which includes the Library’s serials circulation list and online access information
  • Check officer’s loan records and sign the Clearance Form for officers leaving service
  • Assist in asset tracking
  • Order stationery items as and when required by the Library
  • Ensure compliance with Library Standard Operating Procedures (SOPs)
  • Undertake any other library-related administrative duties assigned by Agency’s Appointed Representative

B. Loans, Circulation and Information Services

Loans

  • Issue, return and renew library loans, as well as handle requests to reserve publications
  • Process requests for inter-library loans
  • Monitor and track overdue loans of the Library

Circulation of Publications

  • Update and maintain circulation list of publications
  • Print and update routing slips for circulation of hardcopy publications
  • Circulate softcopy publications via email

Information Services

  • Assist users in the use of the online catalogue and databases
  • Provide basic research assistance to users (e.g., requests/enquiries on where to find information/materials)
  • Assist the Agency officer(s) and Librarian(s) to compile the various information alerts (weekly/monthly)
  • Maintain proper records of all enquiries handled
  • To provide customer service and handle circulation enquiries received from all channels, including enquiries from walk-in users, by phone and through emails. They are to observe and implement the service standards of the Library.

C. Collection Maintenance and Development

  • Complying with the Singapore Government’s Instruction Manual requirements for purchases, and liaising with Agency’s Finance Division
  • Liaising with suppliers/vendors for the acquisition of new resources (print and electronic) and renewal of serials (print and electronic), and calling for quotes
  • Assisting in the preparation of the documents to seek approval for the purchase/renewal of resources
  • Updating the master lists on the status of the subscriptions and purchases made by the Library
  • Placing orders with vendors and keeping track of the receipt of publications to ensure that it is in accordance with schedules
  • Performing library items processing, which includes:
    1. basic cataloguing;
    2. processing call labels;
    3. radio-frequency identification (RFID) tagging;
    4. circulating items (routing out and in); and
    5. uploading item records in the LMS
  • Processing gifts and complimentary publications received by Agency for the Library's collection
  • Checking and processing invoices for materials purchased by the Library
  • Uploading softcopy publications and reports to SharePoint
  • Claiming missing issues from vendors when necessary
  • Liaising with vendors for online access of publications and resetting passwords when necessary
  • Weeding collection and preparing the list of items to discard; deleting old items from the LMS; making arrangements with the relevant department(s) to discard/recycle old publications
  • Stock-taking the collection according to the requirements of the Agency's Appointed Representative

D. Library Publicity and Promotion

  • Assisting in the maintenance of the Library’s online content at the Agency’s SharePoint
  • Arranging logistics for library programmes
  • Co-ordinating the preparation of library materials for library display and programmes

Qualifications:

  • Degree / Diploma with at least 3 years of library working experience
  • Experience with Government Agency libraries would be an asset

Working time : Mondays to Fridays
